Background:

  • Catholic Relief Services (CRS) is an international humanitarian agency of the Catholic community in the United States.
  • Founded in 1943 by United States Conference of Catholic Bishops, the agency provides assistance to more than 130 million people in more than 100 countries and territories in Africa, Asia, Latin America, the Middle East, and Eastern Europe.
  • CRS has been working with the most vulnerable people in marginalized and underserved communities in Tanzania for over 60 years.
  • The Tanzania country program supports projects in sustainable agriculture and rural livelihoods, youth entrepreneurship, integrated nutrition and water, sanitation, and hygiene (WASH), early childhood development, and integrated water resource management.
  • Given the increasing significance of WASH particularly in rural communities, where there is continued need for sustainable water and sanitation infrastructures and open defecation free status, WASH remains as a crucial sector of priority for CRS Tanzania.
  • Since 2014 CRS has been implementing water, sanitation, and hygiene interventions in various districts within the Mbeya region though different sources of funds.
  • Presently, CRS is collaborating with RUWASA and the LGA in a WASH intervention that intends on improving access to adequate and safe water supply and sanitation services in rural communities.
  • The program began in 2022 and intends to reach more than 100,000 individuals with improved WASH through the construction and improvements of water infrastructures, improvement of sanitation and hygiene conditions in primary schools and communities as well as strengthening the capacity of community-based committees for sustainable operations and management of water schemes.
  • CRS is looking for a prospective partner to collaborate with in the implementation of WASH programs under a Project Partnership Agreement with a complementary contribution of human resources and knowledge.

Project goal/objectives:

  • Objective: To improve access to adequate and safe water supply and sanitation services in rural communities.

Expected outcomes:

  • Conduct participatory WASH need assessments and development of WASH programs based on need, including a topographical survey and design of piped water systems and institutional sanitation and hygiene facilities.
  • Implement WASH activities both hardware and software, monitoring of completed systems and provision of continuous technical support to community-based water supply organizations and other community-based committees for effective and efficiency management of water schemes and sustaining sanitation and hygiene improvements.

Selection criteria:

  • Registered- Registered non-governmental organization with vast experience in WASH implementation and local knowledge of the WASH sector including standards and guidelines, design procedures, community engagement, government structure and plans, and sanitation and hygiene improvement strategies.
  • Experience and expertise in the WASH sector with existence of human resources with knowledge and the required capacities in program implementation and support services.
  • Ability to manage a project including project deliverables, budget and internal financial management & controls, documented procurement system and procedures, and mechanisms for accountability.

Submission of expression of interest:

  • To be considered a potential partner, interested local non-governmental organizations must submit their Expression of Interest along with supporting documents that clearly demonstrate compliance with the outlined requirements.
  • The submission should include the following details, and additional verification of the information’s provided may be requested.

Items to be submitted:

  • Dull filled Request for Application form (RFA).
  • Contact information for the key contact personnel.
  • Proof of relevant previous experience in implementing WASH programming and the ability to undertake and support a grant.
    • Include list of past implemented projects and partners involved, completion period, location, and project value.
  • Evidence of knowledge and understanding of WASH programming in rural communities.
    • Include description of WASH implementation approaches, case studies and success stories, evaluation report, and organization WASH implementation strategies if available.
  • Description of approach to allocating administrative costs across different projects.
    • Include a cost allocation policy if it is available.
  • Information about key personnel.
    • CVs for all key personnel must be submitted, demonstrating their qualifications, competencies, and experience.
  • Completed CRS request for application form.
  • Submission of audited financial reports for the past three years.
  • Proof of legal registration (certificate of registration) and latest annual payments fees.
  • Organization structure.
    • Include detailed description or chart that outlines the personnel structure of the organization, including position title, reporting line, and geographic location where position is located.
  • Previous experience working with international organizations.
    • Include project name, duration, location, name of key contact, telephone, and email address of key contact.
