About the Position

Dexis is seeking a Local Capacity Strengthening (LCS) Advisor to support the anticipated USAID/Tanzania “Strengthening the Capacity of Local Organizations” project. This four-year activity will be a Task Order under the Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ, which aims to ensure that new, nontraditional, and local partners and governments have the capabilities and resources to serve as prime partners for USAID programming along with ensuring that USAID Missions and Operating Units (M/OUs) are equipped to work with more local and diverse partners. The LCS Advisor position will be full-time and based in Dar es Salaam for the duration of the project. This position is intended for local Tanzanian personnel only. This position is contingent on task order award and funding.

Responsibilities

The Local Capacity Strengthening (LCS) Advisor will lead the overall strategic direction, management, and execution of the USAID project in Tanzania. The LCS Advisor will lead the project’s effort to engage and support new and under-utilized partners among the Tanzanian private sector and civil society, in furtherance of USAID’s localization goals. Specifically, the LCS Advisor will implement creative solutions to shift power to local actors and promote USAID-readiness among potential partners to ultimately enable a larger portion of funding directly to local partners through effective capacity building.

  •  Lead and deliver organizational capacity building activities, i.e. training, workshops, and other learning and networking opportunities, aimed at improving Tanzanian partners’ readiness to submit proposals for and implement USAID grants and contracts.
  •  Facilitate strong working relationships with new and under-utilized partners among the Tanzanian private sector and civil society.
  •  Support the partners to strengthen their internal capacities across priority organizational and technical areas, so that they improve their performance in implementing USAID programs.
  •  Support USAID principles of locally led development.
  •  Ensure USAID capacity strengthening strategies and approaches are evidence-based and aligned with global best practices.

Qualifications

  •  Bachelor’s degree in areas such as project management, business administration, education, capacity and organizational development or other related areas, with at least six (6) years of relevant work experience providing capacity strengthening support to local institutions or other organizations.
  •  Skills in facilitating collaborative dialogues and processes with multi-sector stakeholders.
  •  Experience providing capacity strengthening support to government staff through training, coaching, mentoring, or other approaches.
  •  Experience and skills in managing teams, including consultants, to implement complex capacity strengthening programs.
  •  Strong analytical and critical thinking skills and ability to translate data into action.
  •  Ability to communicate project results to wide audiences through written and verbal reports, presentations and/or other forms of communication.
  •  Ability to communicate verbally and in written form at a technical professional level in English.

The COP will be responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.   •  Provide leadership and oversight for all aspects of project operations, ensuring alignment with USAID/Tanzania’s locally-led development priorities.
  •  Provide technical guidance on all aspects of localization efforts.
  •  Facilitate strong working relationships with key stakeholders, promoting collaboration between the project and USAID counterparts as well as the new and under-utilized partners among the Tanzanian private sector and civil society, which the project will support. Qualifications

  •  Minimum of a master’s degree in a relevant field such as international development, economics, or another relevant field.
  •  A minimum of fifteen (15) years of demonstrated relevant project management experience in developing countries, preferably in Sub-Saharan Africa.
  •  Demonstrated knowledge of USAID policies and procedures .
  •  Extensive experience collaborating with small businesses and civil society organizations based locally, in Tanzania and other USAID host countries.
  •  Project implementation experience in Tanzania or other sub-Saharan African countries.
  •  Professional proficiency in spoken and written English is required.
  •  Previous experience working for USAID-funded complex projects strongly preferred.
  •  Recent experience supporting development and implementation of USAID’s Local Capacity Strengthening Policy and other localization initiatives is preferred.
  •  Demonstrated experience in managing multi-cultural project teams with diverse backgrounds and skills.

Below is the pay range aligned with this position. When creating an offer, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive.

Dexis pay range for this role: $140,000—$185,000 USD

The Finance and Operations Director will support the Chief of Party and other project staff in maintaining the administrative aspects of the project and ensuring strict compliance with USAID regulations, policies, and procedures.

  • Oversee project finance, procurement, and administration.
  • Maintain reliable and accurate accounting records for the project.
  • Develop financial reports for donors, including quarterly accrual reports.
  • Review and verify the accuracy of monthly invoices.
  • Analyze budgeted-to-actual expenditures and “burn rate”.
  • Oversee the finance and administration, operations, and human resources project team.
  • Oversee monthly payroll and preparation of social charges and tax remittances for staff.
  • Retain and maintain financial records.
  • Ensure compliance with US Government and USAID regulations, policies and USAID contract provisions, as well as Jefferson policies and procedures for finance, procurement, and human resources.
  • Ensure compliance with Tanzanian labor laws.
  • Provide senior-level oversight of field team operations, ensuring safety standards are met.

Qualifications 

  • Minimum of a bachelor’s degree in a related field such as finance, accounting, or business.
  • A minimum of five (5) or more years of experience managing finances for USAID or international donor-funded projects.
  • Must be a citizen or permanent resident of Tanzania.
  • Experience overseeing international donor project budgets.
  • Knowledge of MS Excel and Word.
  • Experience with JAMIS or similar DCAA-compliant accounting systems.
  • Knowledge of payroll and fringe benefits.
  • Experience overseeing the finance and accounting of USAID-funded activities strongly preferred.
  • Professional proficiency in spoken and written English is required.
