REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF CONSTRUC-
TION WORKS (PART 4 BUILDING, PART 5 ROAD AND PART 6 FENCE)

FOR ABOVE GROUND INSTALLATIONS (PS5)

REFERENCE NO.: CPP-PROC-TZ-114-0730

China Petroleum Pipeline Engineering Co., Ltd. (hereinafter abbreviated as CPP) as Pipeline, Feeder line & Above Ground Installation Contractor for the East African Crude Oil Pipeline (EACOP) Project invites experienced and reputable Contractors to express their interest in providing Construction Works (Part 4 Building, Part 5 Road and Part 6 Fence) for Above Ground Installations (PS5) to the EACOP Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

PS 5: Kamando, Igunga, Tabora

Part 4 The Building and Architectural Works include reinforced concrete buildings, blockwork buildings and fences. Work activities include all main construction and interior decoration as required, activities of this WU shall include, but not be limited to:

Construction of concrete and blockwork walls to buildings;
Reinforced concrete security/shrapnel barriers and protection walls where applicable (guard houses notably);
Installation of floor and ceiling fittings and fixtures;
Installation of insulated roofing systems including lightweight screed to falls, vapor barriers, insulation, asphalt waterproof membrane build-up, protective coating, all flashing and coping, and all rainwater outlets and downpipes;
Installation of filler and sealant of joints between foundations and walls;
Wall claddings including associated fixtures and fittings;
Internal/ external doors, windows, partitions and frames;
Buildings utilities including water, drainage, sanitary facilities and the like;
Installation of cables trays/conduits for power distribution networks as well as any and all instrumentation/ IT/Telecommunication/Security networks;
Building utilities, painting, decorating finishing disciplines as well as any and all other architectural works/services necessary to complete the buildings works;
Installation of fences, gates and portals including complete COMPANY property fenced with chain link fence, perimeter metal bar or concrete panel.

Part 5 Road works include access roads, gravel plant roads with a hard shoulder, maintenance/ security track, gravel hard standing parking & standing areas, concrete paving, roadside vehicle barrier, graveled areas min 75 thick (none trafficked), and graveled areas temporary worksite area min 75 thick, etc.

Part 6 Fence encompasses welded mesh fences, exterior concrete walls with razor wire, sliding vehicle gates, vehicle swing gates, personnel access gates in fences, personnel access gates in concrete walls, turnstiles, and lifting vehicle barriers, etc.

The subcontractor shall perform the above work according to the design requirements, the priced Bill of Quantities, the scope of work of the Subcontract, and the drawings and specifications to ensure smooth completion and acceptance by EACOP.

MINIMUM REQUIREMENTS:

Companies or organizations expressing their interest are invited to document their request with:

Proof of registration with the business registration and licensing agency – BRELA
Proof of registration with the Tanzania Revenue Authority (TRA) and Tax Clearance Certificate for the latest year available.
Proof of registration/application to the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended.
Compliance with Petroleum (Local Content) Regulations, 2017, and Local Company definition for Tanzania.
Fully filled Key personnel list with CV (Appendix 1) and Equipment list of production and inspection (Appendix 2) in requested format. (Blank is regarded as an unqualified item.)
Similar supplying experience within the last three years (Appendix 3) in the requested format.
Copy of certificates of ISO 9001, ISO 45001, ISO 14001, or equivalent.
Proof of registration in Contractors Registration Board (CRB) with Class One in Civil Disciplin

Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to biddingbox@cpptz.com (Max. Email Size: 20 MBs, all documents must be submitted in the English language) on or before 24:00 hours East African Time (EAT), on 14th August 2024. The subject of the email should be “EOI for CPP- PROC-TZ-114-0730-CQMPANY NAME”. CPP reserves the right not to consider companies that submit an incorrect email subject and the incorrect format of Appendix 1, 2 and 3.

Note: CPP will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non- Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. CPP reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision.
