TANZANIA FOOD SYSTEM RESILIENCE PROGRAM-LOAN No. 73320

PROVISION OF CONSULTANCY SERVICES FOR DEVELOPING IRRIGATION MANAGEMENT INFORMATION SYSTEM (iMIS)

TENDER No. 43/2023/2024/C/17

  1. The Ministry of Agriculture has received financing from the World Bank toward the cost of the Tanzania Food System Resilience Program (TFSRP) and intends to apply part of the proceeds of this financing to cover eligible payments under the contract for consulting services for Developing Irrigation Information Management System (IMiS)
  2. The consulting services (“the Services”) includes to;
  3. Develop a national level MIS integrated with existing MoA and NIRC irrigation databases, including design of the digital architecture, data input modalities, software interface, data cleaning, validation, and analysis.
  4. Design, implement and train in the use of the iMIS and digital dashboards for evidence- based decision-making, including national level, regional, district and field access by technicians on computers and smartphones.
  5. The assignment will be undertaken as stated in the TOR. The total duration for the entire assignment shall be Twelve (12) months from the contract signing date. The estimated level of effort is 30 professional staff-months. The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.kilimo.go.tz
  6. The Permanent Secretary Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • The consultant must be a Tanzanian-based firm with a minimum of 5 years’ experience in implementing IT systems.
  • They must have successfully executed at least 2 projects related to Project Planning, Monitoring, and Evaluation within the last 3 years. Additionally, the firm must be compliant with all statutory requirements.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements ofthe evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification ofthe Lead Firm.
  3. Consultant will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
  4.
