Tetra Tech ARD is the prime contractor for the Tanzania Maji na Usafi wa Mazingira (MUM) Activity.

The MUM Activity is funded by USAID under the Task Order Number: GS00Q14OADU138/72062121N00001.

Tetra Tech ARD through the In-Kind Grant to the National Water Fund (NWF) intends to award a subcontract to provide technical assistance to the NWF to establish and operationalize a Project Preparation Facility (PPF). In preparation, this Call for EoI seeks to identify interested bidders to be pre-qualified. Later, MUM will issue a Request for Proposals to ALLqualified, short-listed firms for evaluation and selection for the subcontract award.

The subcontractor for this assignment will work under the guidance of the National Water Fund (NWF) in collaboration with MUM to facilitate the earmarked Water and Sanitation Implementing Agencies (IAs) (i.e. Rural Water and Sanitation Agency [RUWASA], Water Supply and Sanitation Authorities [WSSAs], and Basin Water Boards [BWBs]) to develop credit worthy proposals that meet the financing criteria of NWF and/or other financing institutions. The subcontractor will be engaged for one year with a possibility of extension based on satisfactory performance.

Major activities for this subcontract are:
▪   Preparation of Inception Report
▪   Development of Credit Worthy Project Proposals, through a capacity building approach
▪   Documenting learnings, areas of improvements, best practices, and tools for proposal development

The following eligibility criteria must be met for Contractors who submit an EOI to be short-listed.

Section A: Eligibility Criteria:
1.   Interested parties must submit all information requested in Section B.
2.   Demonstrated 5 years of relevant work experience with a proven track-record in activities related to this
SOW.
3.   Registered and Certified by the Engineers Registration Board (ERB) of Tanzania to practice on Water
Resources Engineering and other water related assignment.
4.   The firm must be legally eligible to operate in Tanzania

Section B: Required Information:
A. Cover letter signed by an authorized representative.
B. Firm Information
•   Provide the name, address and copy of your firm’s business registration.
•   Provide the primary contact information for this project.
•   If you intend to subcontract any portion of the requested work to other firms or institutions, provide the above information for each partner and the percentage of the work that they will be performing.
•   Please describe your firm’s management structure, list all owners.
C. Corporate Capabilities and Past Performance
i.      Summary of Corporate Capabilities.
ii.      Summary of relevant past experience your firm has had in performing similar work .
iii.      Certificate of registration by the Engineers Registration Board (ERB) of Tanzania to practice on
