Prospectus is delighted to be partnering with the Commonwealth Telecommunications Organisation (CTO) on their search for a Digital Transformation Specialist to perform the role of expert digital transformation consultant to the CTO Membership.
The Commonwealth Telecommunications Organisation is the oldest and largest Commonwealth membership organisation in the field of information and communication technologies. Today, the CTO plays an integral role in providing 21st century thinking, knowledge, understanding and leadership to its members, helping them to shape their digital futures. They are fully involved in the development and use of digital ICT for social and economic development and are at the forefront of the ICT revolution in order to deliver significant benefits to its members.
Reporting to the digital ICT programmes lead, the post holder will develop relationships with all members to determine their digital transformation needs and then develop and implement solutions that address those needs. The Digital Transformation Specialist will be expected to be the CTO’s representative in global Digital Transformation networks and ecosystems, helping to shape research and development by providing the CTO with innovative digital transformation solutions that can be customised for the membership. The Digital Transformation Specialist will work closely with the Member Development Officer to deliver training and development programmes that increase digital transformation capabilities among the CTO membership.
The Digital Transformation specialist needs to have experience in a similar capacity within an organisation with a comparable scope and complexity. You must have the ability to conduct critical reviews of the efficacy of digital transformation support programmes and develop improvement plans based on these reviews. Alongside your expertise in digital transformation, you will need to have specialised knowledge of Strategic ICT and it would be desirable, but not essential, to have experience in delivering training and/or an exposure to Adult Learning Methodologies.

Reporting to the Secretary General, this is a pivotal post responsible for ensuring that the CTO delivers ICT-related services that empower and support members in effectively adopting digital technologies. It provides them with technologically driven opportunities to digitally transform their operations in support of their citizens. As post holder you will lead the development, implementation and continuous review of all ICT-related strategic and operational plans, driven by membership needs and focused on achieving strategic targets. You will develop, implement, and sustain a CTO ICT/Technology eco-system that encourages shared learning, creating a supportive environment for the resolution of ICT issues across the CTO network. As a digital ICT programmes lead you will leverage the influence and reach of the CTO to build valuable relationships with the international ICT/Technology community.
Given the rapid progression of the 4th Industrial revolution and the changing geopolitical environment, we will require an individual who is knowledgeable in 21st century ICT and their application to overcoming national developmental challenges. We are looking for a strategic leader with significant experience within an ICT environment, in ICT adoption and digital transformation. Ideally you will have a grasp of technology and impact measurement within a developmental context, as well as solid experience at the senior management level. The digital ICT programmes lead needs to have specialised knowledge in policy and procedure development and a proven track record of successfully leading the achievement of KPIs in challenging environments.

Reporting to the Secretary General (SG), this is a pivotal post to support the OSG in Executive Committee and Council governance related activities, as well as to communicate with CTO members and external stakeholders on behalf of the SG and assist in coordinating the activities of the Secretariat. The Secretariat Manager will manage the Secretariat’s records and Secretary General’s expenses, while also organising dairies and travel itineraries and providing administrative continuity when the Secretary General is absent. The post holder will lead the development, implementation and continuous review of all OSG related strategic and operational plans, ensuring the OSG administration areas are focused on supporting the achievement of strategic targets.
To be successful, you will need to have experience in an executive support environment and specialised knowledge of corporate governance support. We are looking for a candidate with meticulous attention to detail, impeccable oral and written communication skills, and a flair for report-writing and presentations. The post holder must possess a thorough understanding of legal processes and knowledge of ICT. You must also have excellent interpersonal and conflict resolution skills, as well as the ability to adapt to and work with integrity and excellence in a dynamic multi-cultural environment in a variety of diverse situations and with multi-cultural individuals and groups.
