IntraHealth International, Inc. is currently accepting proposals for Consulting Firms or Local Entities to strengthen the capacity of local partners in Angola, Kenya, Nigeria, South Africa, South Sudan, Tanzania, Uganda, or Zimbabwe. Proposals should be received no later than 11:59 p.m. Eastern Standard Time (EST) on September 30, 2022 per the instructions below. BACKGROUND
The U.S. President’s Emergency Plan for AIDS Relief ( PEPFAR) has saved and improved millions of lives, prevented millions of HIV infections, and changed the course of the global HIV/AIDS epidemic. Today, PEPFAR supports more than 14 million men, women, and children with antiretroviral treatment – more than twice as many as 4.5 years ago – and provided HIV testing services for 85.5 million people. PEPFAR has enabled more than 2.2 million babies to be born HIV free to HIV-positive women and provides assistance to more than 6.4 million orphans, vulnerable children, and their caregivers.
Over a third of USAID’s current PEPFAR bilateral budgets fund local partners. These include a range of Non-Governmental Organizations (NGOs), Faith-Based Organizations (FBOs), universities, private sector providers and government entities. The sustainability and long-term success of development assistance ultimately requires local ownership and strengthening the capacity of local systems to produce development outcomes at the regional, national, sub-national, or community levels. PEPFAR’s commitment to achieving and maintaining epidemic control relies on strategic, sustainable improvements in the local systems through which HIV/AIDS prevention and control activities are implemented.
IntraHealth International is the Prime for Accelerating Support to Advanced Local Partners II (ASAP II) which provides in-country support to local partners to improve their capacity to implement awards from the United States Agency for International Development (USAID) funded primes and sub-award recipients. ASAP II focuses on preparing local organizations to succeed as prime partners with respect to USAID organizational and financial management requirements, compliance to USAID and PEPFAR regulations and PEPFAR performance and quality targets, the expectation is that this skill set will enable local organizations to meet financial management, reporting, and performance requirements of other funders, thus improving the organization’s overall capacity and sustainability.
STATEMENT OF WORK for CONSULTING FIRM or LOCAL ENTITY
To support ASAP II country activities in Angola, Nigeria, South Africa, South Sudan, Uganda, Zimbabwe, offerors can respond to two or three technical areas.
1. Organizational assessment
Using NUPAS, NUPAS Plus or other similar assessment tool

ASAP II expects offerors to provide short term technical assistance through modalities:
- Embedded TA: Embed TA for on-the-job training, progress monitoring, ongoing mentoring and specific tasks. Clear priorities and measurable benchmarks related to knowledge and skills transfer to avoid risk of dependence. Could range from 2-12 months.
- Transitional TA: Consultants who will transition to be local partner staff once funds are available and TA demonstrates competence.
- In-person Training: on Organizational Development, Financial Management, Compliance, Audit Readiness, Grants Management
- Mentoring: In-person and remote mentoring using experiential learning
