Title: BIOMED TECHNICIAN

MAIN PURPOSE
Performing autonomously and following up, the maintenance and correct repair of the biomed equipment in the project/mission and ensuring regularly that the usual maintenance and cleaning of medical equipment is done in accordance to MSF standards and procedures, in order to ensure perfect running conditions
ACCOUNTABILITIES
- Performing and carrying out, all necessary complex / advanced
installation, maintenance and repair of MSF and /or MOH biomedical
equipment and ensuring that as few items are out of service at any given
time. This includes the following tasks:
- Organizing and participating in the installation of biomedical equipment supplied by MSF or (MOH upon authorization by respective authority)
- Following the schedule and carrying out preventive and curative maintenance works for the equipment according to the MSF and/or manufacturer’s protocols, manuals, and recommendations and ensuring that cleaning and simple maintenance are properly carried out by medical staff
- Reporting any issues or problems on biomed equipment to his/her supervisor and proposing solutions (training of staff on a device, operating procedures, etc.). If maintenance work requires further assistance, documentation or additional tools, this shall be requested from and provided by his/her supervisor.
- Participating in organising user training where required
- Managing the stock of consumable items in collaboration with Supply chain officer and storekeeper, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage
- Responsible for the equipment and tools (including extinguishers), checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.
- Keeping working area clean and tidy.
- Ensuring that all record sheets and books related to maintenance are always completed (including date of intervention, replaced parts, problems and solutions) and preparing needed reports before and after any repair or required maintenance
- Collaborate with MOH Biomed technician if available, provided continues technical training and ensure knowledge transfer for sustainable Biomed maintenance in the absence of MSF
Minimum Educational Qualification:
- Qualifucation for Biomedical Technician
- Demonstratable technical skills and understanding desired
Experience:
- Previous technical experience in the field
- Knowledge of the commonly used biomedical devices including the operating principle, use and technical documentation

MAIN PURPOSE
Supervising and monitoring the implementation of the daily building and rehabilitation activities in the project, according to MSF standards, protocols and procedures in order to ensure the efficient running of the project.
ACCOUNTABILITIES
o Supervising and monitoring on a day-to-day basis the implementation of the building and rehabilitation activities in the project ensuring compliance of MSF standards, protocols and procedures. This includes the following tasks:
o Analyzing, according to customer requirements and MSF programs, the needs for construction/rehabilitation works and reporting to the line manager accordingly, in order to provide the necessary information to find an appropriate and efficient solution, including planning of (financial, technical, material and human) resources that meet the project needs

o Supervising and following up through regular visits the work of construction and/or rehabilitation in progress, in order to ensure deadlines, budget and technical specifications and to early detect potential deviations
o Negotiating agreements and permissions for construction/ rehabilitation projects, establishing regular contacts with local authorities, in order to ensure all required documentation is filled upon and to avoid delays
o Organizing and supervising call for tenders (architect office, company tendering) activities in order to ensure the best technical and financial conditions
o Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) in order to ensure both the sizing and the amount of knowledge required for the activity
o Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule; organising and leading team meetings
o Providing monthly activity reports (construction and rehabilitation progress) and implementing reporting practices and protocols to the line manager

MAIN PURPOSE
Supervising a group of skilled workers, ensuring proper planning and administrative follow up, monitoring the quality of the work and performing hands on tasks as part of the team, according to MSF protocols, standards and procedures in order to ensure smooth functioning of the mission.
ACCOUNTABILITIES
o Supervising the team under his/her responsibility, passing on management directives, adapting the number of workers per team according to the work and needs. If relevant and with approval of the line manager, recruiting daily workers according to the needs. Managing daily workers, applying same criteria as managing unskilled workers
o Monitoring the quality of work of his team, checking that the instructions guidelines to be used by the workers are systematically followed and applied and that the tasks are completed in a given period of time. Asking the work to be redone and giving a helping hand, if necessary
o Responsible for the planning and administrative follow up, filling in and following the schedules according to activities and needs and the daily worker forms and handing them over to the line manager. Paying daily worker teams, depending on the circumstances and informing the line manager of any HR problems

MAIN PURPOSE
Performing autonomously, complex / advanced servicing, maintenance and repair of MSF vehicles and other engines according to MSF standards and procedures, in order to ensure vehicles are in perfect running conditions.
ACCOUNTABILITIES
MECHANIC:
- Performing autonomously and ensuring, all necessary complex /
advanced maintenance and repair of MSF vehicles and mechanical equipment
to ensure they are in perfect condition for their use. This includes
the following tasks :
- Performing maintenance according to the instructions in the logbook, ensuring all type of services to all vehicles are done on time (i.e. mini A, medium B and full C, and special services referred in logbook when possible).
- Testing all vehicles after each service is concluded and before it is handed back to its driver
- Keeping record of vehicle’s driver remarks, and carrying out repairs if needed (vehicles and other mechanical equipment) and filling in service, repair or vehicle log book. Reporting to the line manager any problem related to MSF vehicles
- In the case of a breakdown, making a diagnosis, informing the line manager and after approval carrying out any complex / advanced repairs needed.
- Following up the validity of all documents (annual inspections, insurance or any other required documents)
- Assisting in the briefing or training of drivers regarding vehicle services and maintenance

AS HEAD DRIVER:
• Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
• Supervising the team of drivers and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and MSF instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers’ work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook;
• Performing monthly checks of the vehicle inventory, documentation and first aid kit together with the responsible driver and conducting a driving test for all new drivers. Performing regular drivers’ assessments.
• Coordinating and supervising the associated resources (drivers) and fleet management to ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control. Organizing training courses for drivers
• Checking and ensuring that safety procedures are met in vehicles to ensure that transportation is in the best conditions of safety for travelers.
• Reporting any problems with the vehicles (mechanical, accidents…) to the line manager / technical referent as well as preparing monthly reports on services, spare parts, consumption, etc. of each vehicle.
• Ensuring maintenance on the fleet of vehicles to be in perfect working order and that cars are serviced at the desired time to ensure good use of it and be able to deliver services.
• Looking after all equipment related to vehicles and driver. Ensuring the proper use of radios in vehicles, numbers and codes, according to MSF protocols and procedures in place.
Minimum Educational Qualification:
- At least a Diploma in Mechanics or related study
Experience:
- Demnstratable mechanical experience – minimum of 2 years in related position
- Should have an up to date driving licence
- Previous experience with managing teams is added advantage
- Working with NGO is added avantage

Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project.
ACCOUNTABILITIES
- Performing on a day to day basis the purchasing activities of a
supply office, analyzing market sources and competitive pricing
conditions among different suppliers in order to ensure an ongoing
supply of goods, following the procurement procedures and according to
MSF standards and protocols. Including the following activities:
- Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics team Leader of all information or modifications to the data i.e. price, address, items available
- At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
- Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
- Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made
- Assisting in reception control process with the storekeeper

Title: RADIO OPERATOR

MAIN PURPOSE
Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.
ACCOUNTABILITIES
- Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary
- Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
- Making radio contacts with reference base (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
- Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.
- Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
- Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.
- Providing basic radio training when necessary to MSF staff.

- Previous experience working in similar or related field.

MAIN PURPOSE
Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities
ACCOUNTABILITIES
- Supervising materials and goods orders and dispatch in order to ensure its rational use.
- Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
- Updating and/or creating stock cards for all stock items immediately after reception of goods. Checking the received cold boxes and controlling the cold chain-monitoring card
- Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organised and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
- Monitoring the store temperature and ensuring Cold Chain items are stored in an adequate temperature. Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
- Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, way bill number, weight and mode of transport in accordance with the line manager’s instructions
- In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
- Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
- Assisting the line manager with preparation of the stock reports
Minimum Educational Qualification:

o Carrying out tasks directly related to the Watsan activities such as construction and maintenance of infrastructures in the project according to MSF protocols and standards concerning the operation of water supply, waste management and excreta disposal, hygiene and infection control.
o Ensuring the cleaning and maintenance of the Watsan structures and when applicable, of the medical facilities;
o Identifying, recruiting, training and supervising daily labourers or hygiene agents for Watsan activities
o Informing the Watsan Supervisor of any difficulties, anomalies and problems that may affect the normal functioning of activities and tasks in his/her area of responsibility;
o Assisting the Watsan Manager in Watsan data collection and reporting, as well as maintaining updated files and records of assigned project activities
o Being responsible for equipment, tools, and consumables, verifying that they are safely used and maintained. Reporting to the supervisor any need of renewal and the weekly/monthly consumption
- In collaboration with the Health Promotion Supervisor, facilitate trainings to Medical staff, hygienists and Community Health workers on related topics.
Minimum Educational Qualification:
- Technical certification or proven background, desirable specialization in water and sanitation
Experience:
- Previous experience with technical works
Languages:
o Knowledge of both English and Swhili is desired
Competences and main skills:
o Computer literacy
o Resuts and quality oriented
o Stress management
o Behavioural flexibility
